Kirkwood School District Board of Education Updates Candidate Filing Process
Candidate Filing Opens on December 6
The Kirkwood Board of Education recently approved an updated process for filing for the annual school board election. Filing for the April 4, 2023 election will open on Dec. 6, 2022. Three positions for director of the Kirkwood Board of Education will be decided. The three board members whose terms expire in 2023 are Chad Kavanaugh, Jennifer Pangborn and Nikole Shurn.
Updated for this year, filing will be conducted through a cooperation agreement with the St. Louis County Election Board. This ensures consistent office hours during the full filing period, which concludes during the district’s annual winter break when all offices are closed.
With the updated process, the following changes will affect candidate filing for the Kirkwood School District Board of Education:
- Candidates will file their declarations at the Election Board located at 725 Northwest Plaza Drive in St. Ann. No filing will take place at the district office.
- Candidates can file between the hours of 8 a.m. and 4:30 p.m. Monday through Friday from Dec. 6 through Dec. 27, 2022. On the last day of candidate filing only, candidate filing ends at 5:00 p.m. Board of Election offices will be closed on December 8, 23 and 26, 2022. The office may be closed due to inclement weather. The public must adhere to St. Louis County building entry requirements.
- On the first day of filing, a lottery will be conducted to determine ballot placement. Previously, ballot order was determined in the order in which they were filed.
- The official notice of filing period as required under the law will be made by the Election Board.
The opening date for filing for the annual school board election is Dec. 6, 2022. Filing will end on Dec. 27, 2022.
To be eligible for the Kirkwood Board of Education, an applicant must:
- be a citizen of the United States,
- be a resident taxpayer of the Kirkwood School District,
- be at least 24 years old,
- and have, or will have, resided in Missouri for one year prior to the April 5, 2022 election.
According to Missouri law, if the number of candidates who have filed for the office is equal to the number of positions in that office to be filled by the election, no election shall be held for such office and the candidate shall assume the responsibilities of their offices at the same time and in the same manner as if they had been elected.
In June 2021, the Governor signed House Bill 271 into law. The new law amended Section 115.127, RSMo. to change the dates for candidate filing in local elections. Candidate filing will open one week earlier and close three weeks earlier than previous elections.
