During the 1998-99 school year certain organizational changes occurred in the voluntary student transfer program. No longer under court supervision, the program is now run by the Voluntary Interdistrict Choice Corporation (VICC), an organization that includes representatives from all participating school districts. A number of programmatic changes also have been determined. Most notable is the establishment of four attendance areas in the city, linked with specific suburban school districts.
Kirkwood School District receives students who reside in Area Three:
- Starting at the intersection of Interstate 64 ( Hwy. 40) and S. Kingshighway Blvd.: east on Interstate 64 to the Mississippi River; south along the river to the south boundary of the city; northwest on the city boundary to Gravois; north on Gravois to S. Kingshingway Blvd.; north on S. Kingshighway Blvd. to the starting point at Interstate 64 and S. Kingshighway.
