Seclusion, Isolation and Physical Restraint

Missouri law now requires all districts to adopt a policy on use of seclusion, isolation, restraint, and to train all staff on its contents.

Policy  is based on premise that seclusion, isolation, and restraint are only used in emergency/crisis situations

  • —  Not an intervention strategy
  • —  Used as a last resort
  • —  Implemented only by trained personnel
  • —  Used  in conjunction with school-wide positive behavior supports

Policy applies to all personnel (including student teachers, volunteers, contracted staff) and all students.


The Kirkwood School District values the uniqueness of each student and recognizes the need to support students differently in some situations. However, when behavioral crisis intervention is needed, standard procedures will be employed by Kirkwood School District personnel in order to protect the safety, health and welfare of all students, staff and others in the school setting and to maintain a safe and orderly environment for learning.
